a. Item Request – Consider a request for 2nd Reading of a Proposed Text Amendment to Article IV Division 4 Section 19-436 of the City of Clemson Zoning Ordinance to allow for signs serving a Group Development in the C, CP-1, CP-2, CM, OP, RIL, and PD Districts and an amendment to Article I Section 19-107 to add definitions for Group Development and Business, freestanding – Ms. Jennifer Folz, City Planner.

b. Item Request – Consider a request for 2nd Reading of a Proposed Rezoning Request submitted by Thomas Winkopp, agent, for properties owned by William E. Duke & Monica Zeilinski, located along College Avenue from CP-1, Neighborhood Commercial and RM-3, Multi-household Residential to C, General Commercial District (TMS #'s 4044-16-82-0623, 4044-16-82-1558, 4044-20-82-2481) – Ms. Sharon Richardson, Planning & Codes Director.

c. Item Request – (a) Consider a request for 1st Reading of an Amendment to the City of Clemson Code of Ordinances, Chapter 12, Occupational Licenses, Taxes and Regulations, Article IV, Business Licenses, Section 12-75 Classification and Rates; Class 8 Rates NAICS 230000 Contractors, Construction, All Types.  (Forms) (b) Authorize the hiring of a part time Business License Inspector (Job Description) – Mr. Rick Cotton, City Administrator and Ms. Beverly Coleman, City Clerk.

d. Item Request – Consider authorizing staff to permit, purchase and install Tourism Way-Finding Signs; (Map) – Mr. Andy Blondeau, Assistant City Administrator.

e. Item Request – Consider the Proposal from the City’s Arts & Culture Commission requesting authorization and funding assistance for a new “Faces of Clemson” portrait art series – Mayor Cook.

f. Item Request – Consider requests for financial assistance from the Local Option Accommodations Tax Fund for first-time tourism events, which are sponsored by local agencies and/or non-profit entities – Mr. Rick Cotton, City Administrator.

g. Item Request – Consider a request from the Clemson Area Chamber of Commerce to waiver Downtown parking time limits to promote Christmas shopping convenience from December 16th through January 4th – Mr. Rick Cotton, City Administrator.

h. Receive the Annual Summary of Fiscal Year 2012/13 Year-end Financial Condition and Variance Report – Mr. Rick Cotton, City Administrator.
