4. Approval of Minutes – November 2, 2015; November 16, 2015

5. Reports/Discussion Agenda:
a. Mr. Charles Williams, Director of the Garrison Arena, to provide a report and presentation regarding a possible major expansion to the arena and conference facilities in the future – Mr. Rick Cotton, City Administrator.

b. Receive a request from Mr. Kade Herrick, Tourism Director for the Clemson Area Chamber of Commerce, for a financial partnership between the Sports Council, Clemson University Campus Recreation and the City of Clemson to enhance the new artificial turf fields at the Snow Family Outdoor Fitness and Wellness Center (formerly University Beach area) – Mayor J.C. Cook, III.

c. Review and discuss the Summary of fiscal year 2014-2015 Year-end Financial Condition and Variance Report.  (Provided to Council at the last meeting to review prior to the overview and discussion) – Mr. Rick Cotton, City Administrator.

d. Item Request – Review and discuss the City of Clemson’s Noise Ordinance and whether City Council desires to amend additional sections related to construction noise and fireworks – Mr. Rick Cotton, City Administrator.

e. Staff and Council Reports.

6. Policy/Action Agenda:
a. Item Request
– Consider a financial contribution to the Friends of the Green Crescent in the amount of $13,000.00 which will be used for a formal feasibility study of the proposed Green Crescent Trail System – Mr. Rick Cotton, City Administrator.

b. Item Request – Consider a request from the Clemson Child Development Center for matching funds to be used for a Tricycle Track – Mr. Andy Blondeau, Assistant City Administrator.

c. Consider a Request from the Clemson Area Chamber of Commerce for a waiver of parking time limits for the Keith Street metered parking and the hourly timed parking in downtown Clemson from the current limits to four hour time limit for holiday shopping December 12th through January 3rd – Mr. Rick Cotton, City Administrator.

d. Item Request – Consider authorizing the City Administrator to award indefinite delivery contracts for Engineering services – Mr. Andy Blondeau, Assistant City Administrator.

e. Item Request – Consider authorizing the City Administrator to enter into an Agreement with Russell Design Offices and Clemson University’s Parks, Recreation & Tourism Management (PRTM) for a park master plan from the Proposals for Clemson Park – Mr. Steve Figueroa, Parks & Recreation Director. 

f. Item Request – Consider Bids for the installation of sidewalks at Tottie’s Place greenway.  Budget information attached – Mr. Kent Guthrie, City Engineer.

7. Executive Session:
a. Legal briefing; SC Code of Laws 30-4-70 (a) (2) - Ms. Teresa Daniel, Municipal Court Judge
