a. Item Request – Receive an initial Draft Ordinance that would create a storm water utility in the City of Clemson – Mr. Kent Guthrie, City Engineer.

b. Item Request – Discuss a request by SCDOT to permanently close a section of Elm Street to accommodate the NSRR construction – Mr. Kent Guthrie, City Engineer.

c. Staff and Council Reports.

6. Policy/Action Agenda:

a. Item Request – Consider for 1st Reading a Proposed Text Amendment to the City of Clemson Zoning Ordinance Sign Regulations, Article IV, Division 3 Sections 19-431 to 19-440 in the Code of Ordinances – Ms. Sharon Richardson, Planning & Codes Director.

b. Item Request – Consider for 1st Reading a Proposed Text Amendment to the City of Clemson Zoning Ordinance Section 19-306 to add Nursing Care Facilities and Community Care Facilities for the elderly as a conditional use in the RM-3 and RM-4 Residential Districts and to amend Section 19-107 to add definitions for Nursing Care Facilities and Community Care Facilities for the elderly – Ms. Sharon Richardson, Planning & Codes Director.

c. Item Request – Consider approving Recommendations from the Accommodations Tax Advisory Committee regarding the distribution of tourism related ATAX grant allocations for fiscal year 213-2013 – Mr. Tom Sparacino, Finance Director.

d. Item Request – Consider authorizing $24,000.00 from the Community Development Block Grant Program Income to fund a Joint Program between the City of Clemson and Clemson Community Care to help make LMI homeowners homes more water efficient – Mr. Andy Blondeau, Assistant City Administrator.

e. Item Request – Consider Bid results for replacing a 48” culvert on Stoney Creek Drive – Mr. Kent Guthrie, City Engineer.
