5. Reports/Discussion Agenda:

a. Receive a report from Dr. Pay Layton and Katie Olbrich, representatives of the SC Botanical Gardens, regarding damages to the Gardens that occurred during recent storms and the recovery efforts that will be made in reconstructing and repairing the impacted areas of the Gardens – Council Member Ducworth.

b. Discuss issues related to the possible creation of a Stormwater Utility for the City of Clemson. (Continuation of the discussion of the Council work session prior to the regular meeting time.) – Mr. Rick Cotton, City Administrator.

c. Receive the Financial Summary Report on leased properties of the City of Clemson – Mr. Andy Blondeau, Assistant City Administrator.

d. Staff and Council Reports.

6. Policy/Action Agenda:

a. Item Request – Consider for 2nd Reading an Ordinance authorizing the issuance and sale of not exceeding $360,000.00 General Obligation Bonds, Series 2013, of the City of Clemson, South Carolina; fixing the form and details of the bonds; authorizing the Mayor and City Administrator to determine certain matters relating to the bonds; providing for the payment of the bonds and the disposition of the proceeds thereof; and other matters relating thereto – Mr. Rick Cotton, City Administrator.

b. Item Request – Consider for 1st Reading a Proposed Text Amendment to the City of Clemson Zoning Ordinance to add pet grooming as a conditional use in the CP-1 & CP-2 Districts – Ms. Sharon Richardson, Planning & Codes Director.

c. Item Request – Set a Public Hearing for receiving comment on a proposed reduction of Clemson Area Transit route service and hours of service.  (Consider Hearing date – Thursday, August 22nd at 5:00 p.m. at Council Chamber in City Hall.) – Mr. Rick Cotton, City Administrator.

d. Item Request – Consider an Agreement between Clemson University and the City of Clemson for Clemson Area Transit service for fiscal year 2013-2014 – Mr. Rick Cotton, City Administrator.

e. Item Request – Consider authorizing the Mayor to execute an Agreement between the City of Clemson and the SC Department of Health and Environmental Control that coordinates Wastewater Construction Permitting and future expansion of the Cochran Road Wastewater Treatment Plant – Mr. Rick Cotton, City Administrator.

f. Item Request – Ratify the Public Hearing for proposed Zoning Ordinance text amendments, as detailed in the Agenda item below, for Monday, August 19, 2013 at 6:30 p.m. in the Council Chamber of City Hall – Mr. Rick Cotton, City Administrator.

g. Item Request – Consider approval of Change Order #5 on the US 123 Widening for the Gateway Village project in the amount of $15,975.00 – Mr. Rick Cotton, City Administrator.
