5. Reports/Discussion Agenda:
a. Item Request Receive a request and consider information from representatives of Clemson grocery and convenience store operators regarding the possible public referendum on Sunday alcohol sales for off-premise consumption – Mayor J.C. Cook, III.

b. Discuss the possibility of a Downtown Clemson event series and closure of College Avenue for special events, including traffic flow issues, hours of street closure, alcohol open container issues during events, and other issues related to special events – Ms. Jamie Cathey, Program Coordinator and Mayor J.C. Cook, III.

c. Item Request - Receive a report from the Fire Substation steering committee regarding a preferred design/build contractor team for the City of Clemson – Council Member Oswald.

d. Staff and Council Reports.

6. Policy/Action Agenda:
a. Item Request Consider 2nd Reading of an Ordinance for a proposed zoning text amendment to adopt a rewrite of Article XI. Architectural Review, including adding a definition for Green Roof to Article I, Section 19-107, and to amend the City Zoning Map to change the Architectural Review Overlay District designations by adding three new districts and modify the boundaries of the five existing districts as proposed – Ms. Sharon Richardson, Planning & Codes Director.

b. Item Request – Consider a contract award for the Clemson Area Transit "Re-imaging CAT" route and planning study to Dan Boyle & Associates in the amount of $149,863, and setting a total project budget of $160,000 to include additional components to the analysis – Council Member Chapman.

c. Item Request – Consider an Amendment to Fire Service Agreement between Clemson University and the City of Clemson – Mr. Rick Cotton, City Administrator.
