1. Call to Order

5. Reports/Discussion Agenda:
a. Receive a report from Mr. Chuck Knepfle, Clemson University Director of Strategic Enrollment, regarding the long-term strategic enrollment plan for the University – Council Member Jerry Chapman.
b. Receive the fiscal year 2015/2016 annual audit report from representative of Stancil, Cooley, Estep and Stamey, LLC – Rick Cotton, City Administrator.
c. Receive the Annual Report from Ms. Tommye Hurst, Executive Director for the Clemson Arts Center – Andy Blondeau, Assistant City Administrator.
d. Discuss language in a proposed change to the Zoning Ordinance to allow for a reduction in parking for mixed-use buildings in exchange for investment in transit related to infrastructure – Todd Steadman, Planning & Codes Director.
e. Staff and Council reports.
6. Policy/Action Agenda:
a. Consider 1st Reading of a Zoning Ordinance Amendment to allow for plazas in the front setback in the CP1 District – Todd Steadman, Planning & Codes Director.
b. Consider 1st Reading of a Zoning Ordinance Amendment to clarify the district standards for multiple duplexes on a single lot – Todd Steadman, Planning & Codes Director.
c. Consider 1st Reading of a Zoning Ordinance Amendment to allow for the sale of scooters in CP-2 Districts as a Conditional Use – Todd Steadman, Planning & Codes Director.
d. Consider 1st Reading of a Zoning Ordinance Amendment to change the maximum front setback in CP-1 District from 8’ to 15’ – Todd Steadman, Planning & Codes Director.
f. Item Request – Consider an Agreement for materials testing and special inspection services for the Cochran Road Wastewater Treatment Plant Office and Laboratory project – Andy Blondeau, Assistant City Administrator.
g. Item Request – Consider declaring certain vehicles as surplus property and authorizing the disposition of said vehicles for a swap for a used Utility Bucket Truck for the Public Works Department – David Conner, Public Works Director.
7. Executive Session:
a. Consider appointments to City Boards and Commissions – SC Code, Section 30-4-70 (a)(1)
